For achieving the sustainable development goals, green development has been raised to a high position for cities in China. The economic development in Northwest China is slow, the ecological environment is fragile, and the mineral resources are rich. Only through green development can we realize the comprehensive income of regional production development, rich life, and good ecology. This paper measures the green development efficiency of 30 prefecture-level cities in Northwest China by using DEA-SBM model of unexpected output, explores (...) the differences and causes of green development efficiency from the perspective of time and space through convergence coefficient, coordination matrix, GIS, and other methods, and empirically tests the impact of industrial structure, technological progress, and other driving factors on green development efficiency by using panel Tobit model. The results show that, on the whole, the efficiency of green development in Northwest China is low, path dependence is serious and unbalanced, the coordinated development effect of different regions is weak, and the spillover effect of core urban agglomerations has not been effectively exerted; from the perspective of driving factors, economic development, population density, traffic situation, and education investment can significantly improve the efficiency of urban green development, and the second is that the proportion of industries significantly hinders the improvement of green development efficiency, while the impact of scientific and technological innovation is not significant. Based on the empirical results, this paper believes that the harmonious development of natural environment and economic society can be realized only by improving the coordinated development effect among cities, implementing the optimization and upgrading of industrial structure, introducing excellent talents, and promoting the technological upgrading. The main goal of this paper is to analyse the effect of high school scholarships tied to community service on the development of secondary school students in Northwest China. Using data from three rounds of surveys of thousands of students in 298 classes in 75 high schools in Shaanxi province, the paper documents the implementation of the Compassionate Heart Scholars Program and evaluates the effect of the programme on the educational performance, self‐esteem, self‐efficacy and social responsibility of the participants. We present evidence that part of the protocol of the programme (which includes the nomination and election of programme participants) improves the academic performance and self‐esteem of those involved in the programme. The community service part of the programme is shown to raise the self‐efficacy and the sense of social responsibility of the programme participants. One striking result is that the test scores of the community service participants do not appear to be adversely affected, even though they spend considerable time doing community service. The findings of this study, therefore, suggest that adding extra‐curricular community service to school curricula may be a win–win–win strategy, for the students, for schools and for the local communities served. This essay is an attempt to share the experience of staff developers in Philosophy for Children within the Pacific Northwest. I write as the Director of Philosophy for Children, Northwest, located on the campus of Western Oregon State College in Monmouth, Oregon, in which capacity I have been coordinating staff development in Philosophy for Children within the Pacific Northwest since 1981. Currently, both Liz Lyell of Seattle, Washington, and John Thomas of Portland, Oregon, work with me in (...) staff development. All three of us are employed virtually full-time in college teaching, severely limiting our possibilities for in-classroom staff development, though each of us has done a little of this above and beyond conducting intensive workshops conducted by a single staff developer. Studies have documented that career exploration is significantly associated with CDSE, but how this association occurred is not clear yet. This study committed to clarifying the mechanism underlying the relationship between career exploration and CDSE by investigating the mediation effect of work volition and career adaptability among 586 pre-service kindergarten teachers. The participants are recruited from Ningxia Hui Autonomous Region in northwest China, covering Han, Hui, and other minorities. They took part in a two-wave longitudinal survey and reported on (...) their career exploration at T1, work volition, career adaptability, and career decision self-efficacy at T2. Results showed that T1 career exploration is directly related to the T2 CDSE. Further, career exploration contributed to the CDSE through both the separated mediation path and the chained mediation path of T2 work volition and T2 career adaptability. The results suggest that individuals who engage in more career exploration activities are likely to have more confidence in their abilities to make career decisions over time, which was partially and serially explained by individuals’ perception of capacity despite constraints and greater self-regulatory strength. This study is a first attempt to deeply clarify the link between career exploration and CDSE, and the findings shed light on the independent and serial mediating effects of work volition and career adaptability. This article argues that libation, often associated with the ancestors, artefacts, images and pre-Christian religious devotions, constitutes sources for articulating authentic African cultural history of Obang community in the Northwest Region of Cameroon. It highlights that among traditional memory carriers, the ritual of libation remains trust worthy and pervasive, even among communities challenged by globalisation and colonising effects of Christianity. The article demonstrates the immense potentials of libation as an epitome and stabiliser of cultural memory, and a maxim in (...) cultural resilience in contemporary Africa. Thus, the article calls for revisiting this ancient ritual to expose its potentials as a veritable memory repertoire in cultural-historical studies, especially at a time when social change and modernism continue to challenge the memories of traditional societies. Assess to quality diets is a basic human right. Geographical challenges and cultural traditions have contributed to the widespread malnutrition present among ethnic minorities of mountainous areas in Northwest Vietnam. Home gardens can play a role in increased diet diversity and micronutrient intakes. However, low production yields and plant diversity in ethnic home gardens have limited their contributions to household food security and nutrition. The pilot study tested a home garden intervention in weekly vegetable harvests and increasing household production (...) and consumption of diverse vegetables year-round. Food ethics issues encountered included limited access to quality food by resource-poor groups, conflicts arising from low preference and value given to some nutritious foods, limited access to information and technology for food production and consumption, each of which were addressed in the study design. The intervention includes: (1) nutrition-focused home garden training and (2) locally-adapted home garden packages consisting of garden planning, technical assistance, and high-yielding seed varieties. Twenty households from two ethnic villages in Son La province participated in the study and were randomly assigned into two groups (intervention and non-intervention). The total vegetable supply from weekly harvests of home garden produce was significantly higher in the intervention households (226 kg) compared to the non-intervention households (39 kg). The intervention group yielded 5.8 and 1.7 times more vegetables by weight and weight per area than those without the intervention. The vegetables were mainly consumed at home for both groups, but the intervention households gave more vegetables as gifts to neighbors. The intervention group cultivated a higher diversity of vegetables with a total of 42 different vegetables compared to 24 in the non-intervention group, which is reflected in an overall higher nutritional yield of vitamin A, iron, other micronutrients and phytochemicals. The home garden training significantly improved the amount, diversity and continuity of household food and nutrient supply. The home garden model is effective and could be scaled up to improve household vegetable supply and consumption, particularly in Northwest Vietnam. (shrink)

Drawing on fieldwork and in-depth interviews with homeschooling mothers in the Pacific Northwest, the author reveals several ways the temporal experience of motherhood was emotionally problematic. The intensive demands of homeschooling left them stressed and dissatisfied with the amount of time they had to pursue their own interests. Mothers tried to allocate their time differently to manage these feelings, yet their efforts were unsuccessful, which led them to become frustrated and resentful. To resolve these troublesome feelings, mothers resorted to (...) manipulating their subjective experiences of time through a process the author calls “temporal emotion work.” In the conclusion, the author examines the theoretical confluence of emotions and temporality, suggesting that the dominant form of motherhood is culturally defined as a “time-sensitive identity” and that “temporal emotions” are unique tools in managing the emotional difficulties inherent in the trajectories of some identities. Next time some more-than-usually striking act of violence hits the headlines, consider the opinions expressed in the media. Will you find a reference to education? Quite possibly, if the violence has not involved schools or young people, you will not. But if children or young people who have only recently left school are involved as perpetrators, it will be surprising if you do not encounter the view that there must be something amiss in education; that if young people were getting (...) a proper moral education, events like these would never happen. This kind of view was expressed, for instance, after the murder of two-year old James Bulger by two ten-year old boys, after the murder of the headteacher Philip Lawrence, and after the shooting of children in a school in Jonesboro, Arkansas, by two classmates. The 1981 legislation in Arkansas and Louisiana which required "balanced treatment of creation-science and evolution-science" represents the most ambitious effort of the "scientific creationists" to date to gain equal time for the teaching of the book of Genesis as an alternative and viable scientific theory of origins. The trial testing the constitutionality of the Arkansas law culminated in a powerful and unambiguous decision; however, creationists continue to lobby for similar legislation in many other states. The dynamics of epiphytic bryophyte communities following natural and human disturbance have rarely been quantified. We describe the response of bryophyte communities on bigleaf maple trees in Olympia, Washington, following their experimental removal. Approximately 8% of the exposed area was recolonized by bryophytes 1 year after clearing, and 27% after 3 years. Lateral encroachment from bryophytes on the sides of the 20-cm-long plots accounted for 75% of this recolonization, with growth from residual plant parts or aerially dispersed diaspores accounting for (...) the remaining 25%. Though it was not possible to distinguish between the latter two sources of cover, the number of clear de novo colonization events over the course of the year was low. Disturbance appeared to reduce bryophyte diversity at this successional stage, as alpha and gamma diversity remained low after 1 year and had not recovered after 3 years. Reflecting the preponderance of lateral encroachment as the mechanism for recolonization, disturbance size may significantly affect the time needed to recolonize disturbed branch substrates. In addition to contributing to ecologists' understanding of processes of succession, these experiments may help to develop sustainable practices for moss-harvesting in the Pacific Northwest.Key words: succession, bryophytes, epiphytes, Acer macrophyllum, recolonization, canopy studies. In 2013, when the state of Oklahoma erected a statue of the Ten Commandments on the grounds of the state capitol, a group calling themselves The Satanic Temple applied to erect a statue of Baphomet alongside the Judeo-Christian tablets. Since that time, The Satanic Temple has become a regular voice in national conversations about religious freedom, disestablishment, and government overreach. In addition to petitioning for Baphomet to appear alongside another monument of the Ten Commandments in Arkansas, the group has (...) launched campaigns to include Satanic "nativity scenes" on government property in Florida, Michigan, and Indiana, offer Satanic prayers at a high school football game in Seattle, and create "After School Satan" programs in elementary schools that host Christian extracurricular programs. Since their 2012 founding, The Satanic Temple has established 19 chapters and now claims 100,000 supporters. Is this just a political group perpetuating a series of stunts? Or is it a sincere religious movement? Speak of the Devil is the first book-length study of The Satanic Temple. Siona-Secoya hunters of the northwest Amazon strive to maximize short-term yields to provision their households with meat. The observed patterns of hunting more closely resemble the predictions of optimal foraging theory (OFT) than they do a conservation ethic. In the past the Siona-Secoya worried little about conservation because they believed that good shamans attracted abundant game. When hunting was poor, shamans performedyagé ceremonies and appealed to supernatural gamekeepers for the release of more animals from the underworld. The sustainability of (...) Siona-Secoya hunting was aided by factors such as low human population density, dispersed settlements within large hunting territories, settlement movement, and limited hunting technology. Today, increasing involvement in the national economy is leading the Siona-Secoya to invest more time in agriculture and wage labor, and less in traditional foraging activities. Colonization, deforestation, and industrial pollution now pose the greatest threats to wildlife in eastern Ecuador. Because of these changes, the Siona-Secoya are becoming interested in environmental protection and conservation. Several of their efforts to protect forest resources and mitigate pollution are discussed and evaluated. (shrink)

This account is a case-study of a (...) successful attempt of teachers, students, and administrators at one school, in one time and place, unifying the whole curriculum by having an art exhibit at the center of learning. The account is given through many voices, especially those of the students in the school who participated in the curriculum, and the teachers who invented it. I served the school as a faculty advisor and thus the telling is in the voice of a participant-observer but I rely heavily on the experiences of the participants and their ways of telling. The students and teachers are unabashedly enthused about what they were able to accomplish in teaching and learning, and are eager to share their experiences with other learningcommunities. This account begins with a short history of the recently founded school and an overview of its curricular mission. It proceeds with students telling about projects they did and their experiences of the curriculum, which evolved around In the American Grain; teachers talking about their experiences with the curriculum; and the founding principal's responses to the curriculum. It ends with my observations and conclusions. I hope that this account might encourage other educators to initiate their own attempts at school reform by placing the arts at the center of the curriculum. The School Vancouver School of Arts and Academics opened in September of 1996 with 525 middle and high school students (grades 6-11 with 12th grade added the following year) in a renovated building originally constructed as a high school in 1928. 2 The school has a new theater, recording studio, rehearsal rooms, and art studios. The school is dedicated to "the dual mission [End Page 21] of academic rigor and artistic excellence," with an evolving curriculum in which all areas of study (math, science, language arts, and social studies) and a full spectrum of arts disciplines (music, theater, dance, moving imagery, literature, and visual arts) are focused around artistic themes taught through interdisciplinary approaches. 3All students attend the school full-time. The mornings are devoted to "academics," subjects that are team-taught to "core groups" of students of combined grades (6-7-8, 9-10, 11-12) and the afternoons consist of three hours of arts instruction in elected classes of mixed-age students. There are four teachers for each core of about 100 students. Teaching and learning is project-based, interdisciplinary, on an art-centered school theme pre-selected for the year by the faculty. In selecting its theme for a year, the faculty follows the state of Washington's pattern for social studies concentrating one year on world history, the next on United States history, and the next on state history. The faculty also privileges an art form for the year: year one is visual arts; year two, music; year three drama; and so forth. What I have tried to do here is to provide a historical example of the interdependence between nature and culture that is one of the themes of this conference. To sum up: Scientific descriptions of the world emerge out of a complex interaction between nature, economic production, and the legal system. “Science” consists of a struggle among scientists, and between scientists and citizens, over what counts as “reality.” Lawmaking, in turn, consists of a struggle between people who want to allocate (...) access to resources for particular purposes, whether for commercial use, recreational use, or “natural” uses. Production, for its part, is a complicated function of technology, the sociology of user groups, the structure of legal entitlements to access, and the availability of resources. Nature, finally, is at any point, to no small degree, the product of past and present human impacts on it — which impacts, in turn, are determined in no small way by the sociology and the legal structure of the market.Each process takes place in continual conversation with all the others. As John Muir put it, “When we try to pick out anything by itself, we find it hitched to everything else in the universe.”45 Historically, resource managers have gotten into trouble when they have unconsciously assumed that such is not the case — yet such, assumptions are powerful because they are made instinctively, unthinkingly, at the level of people's basic understanding of the world and their place in it. Lots of them persist.On the other hand, in a few experimental cases in the United States and Canada where government and users have shared power and responsibility for resources management, including long-range planning for recovery and enhancement, here have been some notable improvements. The strategy goes under the name of “co-management” and involves negotiated agreements for shared decision-making between central authority and local groups. Typically, both government and industry resist such arrangements because they involve restructuring the power relations between different sectors in the industry; the result is that the few experiments in co-management that we have seen in the United States have come in areas, typically fisheries and wildlife, where the resource is in serious crisis and all of the parties to the agreement have had to abandon the positions they held previously.Examples of successful co-management regimes include those among American tribes in the Pacific Northwest, among commercial salmon fishers in Alaska, and in a project to rehabilitate the clam industry in New Jersey. Government employees and local groups share responsibility for gathering scientific data about the resources, for developing plans to manage them, and for enforcing regulations. Successful experiments at co-management seem to generate better scientific data about their resources than traditional management regimes do; they significantly reduce enforcement costs; and they enhance the economic power of the resource users. Most importantly, they nurture among the user groups a sense of control over their own destinies, and a willingness to share both costs and benefits of managing the resources rationally and to develop lasting, stable mechanisms for conflict resolution. The process is both democratic and ecologically rational. The key is to link the day-to-day work of producers to their long-range interests as residents in their communities and as working parts of the ecological systems in which they live.45At a minimum, it is clear that objective certainty about the state of the resources or the likely effect of whatever regulations we do impose is simply not attainable. This is partly because of the important role that random shocks play in the environment (and should play in our thinking about it), and also because of the sheer complexity of the system in which we are embedded. There will always be something that even the most complete model leaves out; and in any event the total system of ecology, production, and management will change every time something changes in any part of it.The policy lesson to be derived from all of this, finally, is that what we ought to sustain when we approach conservation problems is not the size of a particular resource, or even the prosperity of a particular harvesting group, but the long-term health of the interaction between nature, the economy, and the political system. We can recognize that the balance of the system, our attempted insurance against an uncertain future, democracy among user groups, and our moral duty to avoid extinguishing species — all of these things being difficult to quantify — do play integral roles in the conversation between nature and humankind, and perhaps more significant roles than the more objective measures to which we usually look for guidance. We can recognize, as John Muir did, that because everything in the universe is hitched to everything else, every step we take will change the total system in some way. Background Gerontechnologies are increasingly used in the care for older people. Many studies on their acceptability and ethical implications are conducted, but mainly from the perspective of principlism. This narrows our ethical gaze on the implications the use of these technologies have. Research question How do participants speak about the impact that gerontechnologies have on the different phases of care, and care as a process? What are the moral implications from an ethic of care perspective? Research design Secondary analysis of (...) semi-structure interviews, whose segments on specific technologies were analysed through reflexive thematic analysis. Participants and research context Sixty-seven Swiss stakeholders involved in the use of gerontechnologies, including professional caregivers, informal caregivers, and older persons themselves. Ethical considerations The research study was evaluated by the Ethics Commission of Northwest and Central Switzerland (EKNZ). All participants received an information document before the interview date detailing the purpose, procedure, and anonymization measures. After explaining the study during the agreed upon interview time and upon receiving their written informed consent, the interview process began. Findings/results Four themes are identified: Identifying care needs, Taking responsibility, Hands-on work, Responding to care. As part of these themes, many codes highlighting the ambivalent impact of gerontechnologies are created, ranging from ‘Expanded capacity for…identifying care needs’ to ‘Create new & (un)necessary…hands-on work’. The moral implications of these results from the care ethics perspective are discussed, through the ethical elements of: attentiveness, responsibility, competence, and responsiveness. Conclusions The moral implications of gerontechnologies on care phases from the care ethics perspective open up several questions on whether they actually help give care a central role in social life and provide more competent care. The Ottoman State contains many different ethnic elements which constituted a legal perspective. In this regard, the necessary precautions were taken to ensure that Muslims and non-Muslims live together peacefully in Vidin, a border city that was very important for the Western military expeditions of the Ottoman State known as “dār al-jihad wa-l-mujāhidīn” during the 18th century which set a historical example. The economic and social dimensions of the relations between the Muslim and non-Muslim population comprising the society in Vidin (...) who have shared the same city, neighborhood and public space during 1700-1750 were examined in this study and the conflicting subjects with regard to the ongoing relations between these two communities were tried to be determined. A total of 15 shari‘aregistries kept by the qāḍī (Muslim Judge) court for the related period located at the Oriental Department of National Library of Bulgaria constitute the main resources of the study. The shari‘aregistries that are the main resources of urban historical studies are full of countless examples that provide information on the relations between Muslims and non- Muslims in Vidin. The examination of these examples is of significant importance for putting forth the methods with which the nation system is applied by the Ottoman Empire as well as their opinions towards the non-Muslims they rule.SummaryVidin, located today in northwest Bulgaria was founded during the 1stcentury BC to the right of the River Danube by the Romans and named as Bononia. This settlement which was named as V’dinby the Muslims throughout the Middle Ages was transformed into a castle about 800 years after its foundation. The city that continuously changed hands due to its location at the border fell under the Ottoman rule after Battle of Nicopolis dated 1396. Vidin became one of the important border cities of the Ottoman against Serbia, Walachia and Hungary until the beginning of the 16thcentury. This importance of Vidin gradually decreased after the Ottoman Empire conquered Belgrade, Budin and Timişoara. Vidin retrieved its status as a border city against the Hungarians and the Wallachians after the Habsburgs dominated the region following the Great Turkish Wars that took place during 1683-1699, and thus regained its past importance. Even though the pressure influenced Vidin as a result disappeared with the 1739 Treaty of Belgrade, the conflicts between Austria and the Ottoman Empire did not end completely and continued throughout the 18thcentury. Vidin preserved its status as a first-degree border city for the Ottomans during the period of time, as examined in this study, which was also known as “dār al-jihad wa-l-mujāhidīn” starting from the beginning of the new century. Majority of the settled public were comprised of military classes in Vidin due to its geographical location where the Muslims and non-Muslims lived together. While the Muslim population was higher during the period of time following the establishment of the Ottoman rule, the non-Muslim population continued to increase throughout the 17thcentury reaching 23.961 taxpayer non-Muslim men in the 18thcentury. The Ottoman Empire based its ruling in Vidin, where almost the same number of Muslim and non-Muslims lived, on the principles of Islamic Law rules for non-Muslims. Since this legal system takes into consideration religious differences, non-Muslims were not held responsible from the prayers of Muslims and the actions that were not prohibited in their religion did not pose any contradictions with regard to Islamic law. The Ottoman Empire did not apply the Islamic Law on its non-Muslim citizens living in Vidin and allowed them to continue their social and religious lives based on their own religious principles in a special legal stance. Thanks to the system applied, the Muslim and non-Muslim community in Vidin were able to continue their daily lives without serious conflicts.The main purpose of this study is to explain how the Muslim and non-Muslim population related with each other in the city of Vidin during the second half of the 18thcentury and the dynamics with which they continued these relationships. Following this purpose, the cases between Muslims and non-Muslims in court records kept by the Vidin sharia court during 1700-1750 are examined. The relations between Muslims and non-Muslims are subject to two different classifications as economic and social issues, and each topic is supported and explained as sub-titles using different case examples. Majority of the relations between Muslims and non-Muslims in the city are economic according to Vidin court records. In this regard, it seems that there is no religious discrimination between the artisan groups in the city. In addition, many home, land, store and vineyard sales took place between the Muslims and non-Muslims which were resolved in the court mostly for registration purposes. It can also be understood from the court records that there were commercial relations between the Muslims and non-Muslims, that they had partnerships and that they lent money to each other which can be seen as an example of interpersonal support. Various social relationships were also established between the Muslim and non-Muslim population in Vidin during the period examined in this study. Even though non-Muslims had the right to carry out marriages and resolve their issues at their own community courts, it was observed that they frequently applied to the sharia courts for these purposes. They have developed witnessing relationships in such cases with the Muslims. The non-Muslim community did not experience any issues in finding Muslim witnesses for their cases with the Muslims; many Muslims acted as witness against their fellow Muslims without any hesitation. Two cases of injuries and few robbery issues were reflected in the courts of Vidin between the Muslims and non-Muslims during the fifty-year period examined in the study and no incident ending with death took place. Various singular cases took place between the two groups which were resolved at the sharia courts without escalating into severe conflicts. When all court records are taken into consideration, it can be understood that the Muslim judge of Vidin did not make any distinctions between the non-Muslims and Muslims and that he did not compromise from the principle of fairness. Both the Muslims and non-Muslims managed to live comfortably by acting carefully so as to not cross their own lines in both their economic and social relations in Vidin. When the faith-related conflicts that are taking place in our day in many regions of the world despite the level of education and culture are taken into consideration, it is very meaningful that people living in Vidin during the first half of the 18thcentury managed to live in peace. The local native population appears in situations of inequality and exploitation during this long period, as seen through the works of leaders such as M. A. Tanco, J. L. Torres and the Tarja group. Currently, in spite of the progress achieved at the level of Agreements and Declarations by international organizations, their legitimate demand and actual recognition is a pending debt, which carries ethical connotations that question the basic principles of our democracy. In the last century and in the first decades of the present century the historians of India laid stress on the isolation of the subcontinent by the mountains and seas surrounding her on all sides and cutting her off as a separate universe. The progress of modern research has shown how mistaken this view was. We now see the true facts much more clearly than ever. The mountain barriers, though formidable at many points, are broken by gaps which have always (...) allowed a considerable intercourse across the frontiers on the northwest as well as the northeast and at some points due north as well. By her position in the center of the littoral of the Indian Ocean, India enjoyed ample facilities for communication by sea with the countries lying to her west and east, and we now know that she and her neighbors availed themselves of these facilities from time immemorial. The Indian Ocean was navigated freely from very early, even prehistoric, times, and there was a series of lively maritime exchanges—migratory, commercial, and cultural—among the peoples of Africa, India, and Indonesia, or more generally Southeast Asia. Western Asia and the lands adjoining the Levant also took, from the beginning, a prominent part in this commerce of goods and ideas between India and the world. It is the aim of this paper to trace briefly the ancient contacts between India and the Western countries to the time when the rise and spread of Islam and the Islamic impact on India ushered in a new epoch. This article outlines the transformations of yajé shamanism among the Siona Indians of the Northwest Amazon Basin of Colombia. The shaman's role and the political and sacred use of yajé rituals have changed since colonial times and can be seen as a result of adaptive strategies for survival. This study examines the factors that have contributed to the current revitalization due to state and popular representations of the ecological and wise Indian. Although Gow and Taussig argue that ayahuasca (...) shamanism in Peru and folk healing in Colombia rose out of colonial domination and proletarian concerns, Siona shamanic practices are best understood as a transfiguration and result of their particular response to outside forces. Their contemporary use of yajé reflects this past and the discourse, aesthetics, expectations, and demands of the larger society. (shrink)

BackgroundHIV prevention research in resource-limited countries is associated with a variety of ethical dilemmas. Key amongst these is the question of what constitutes an appropriate standard of health care (SoC) for participants in HIV prevention trials. This paper describes a community-focused approach to develop a locally-appropriate SoC in the context of a phase III vaginal microbicide trial in Mwanza City, northwest Tanzania.MethodsA mobile community-based sexual and reproductive health service for women working as informal food vendors or in traditional and (...) modern bars, restaurants, hotels and guesthouses has been established in 10 city wards. Wards were divided into geographical clusters and community representatives elected at cluster and ward level. A city-level Community Advisory Committee (CAC) with representatives from each ward has been established. Workshops and community meetings at ward and city-level have explored project-related concerns using tools adapted from participatory learning and action techniques e.g. chapati diagrams, pair-wise ranking. Secondary stakeholders representing local public-sector and non-governmental health and social care providers have formed a trial Stakeholders' Advisory Group (SAG), which includes two CAC representatives.ResultsKey recommendations from participatory community workshops, CAC and SAG meetings conducted in the first year of the trial relate to the quality and range of clinic services provided at study clinics as well as broader standard of care issues. Recommendations have included streamlining clinic services to reduce waiting times, expanding services to include the children and spouses of participants and providing care for common local conditions such as malaria. Participants, community representatives and stakeholders felt there was an ethical obligation to ensure effective access to antiretroviral drugs and to provide supportive community-based care for women identified as HIV positive during the trial. This obligation includes ensuring sustainable, post-trial access to these services. Post-trial access to an effective vaginal microbicide was also felt to be a moral imperative.ConclusionParticipatory methodologies enabled effective partnerships between researchers, participant representatives and community stakeholders to be developed and facilitated local dialogue and consensus on what constitutes a locally-appropriate standard of care in the context of a vaginal microbicide trial in this setting.Trial registrationCurrent Controlled Trials ISRCTN64716212. Creationists believe that the Biblical account of the creation of the universe is literally true. God brought into existence the Earth and all its life forms in just six days. According to creationists, this event took place less than ten thousand years ago . Creationists have succeeded in persuading large swathes of the general public that their theory is at least as scientifically respectable as the Big Bang/evolution alternative. A recent Gallup poll indicated that about 45% of US citizens currently (...) believe that God created human beings ‘pretty much in [their] present form at one time or another within the last 10,000 years’. Two states, Arkansas and Louisiana, have even passed ‘balanced treatment’ laws requiring that creationism be taught alongside evolution in all state public schools. It was in Auburn, Alabama, shortly after that state required that a piece of paper be pasted into every biology school text book explaining why evolution is merely a ‘theory’ — and a highly questionable theory at that — that Richard Dawkins delivered the impromptu speech which forms the basis of the following. In my essay on Austin I did not specify what I took the politics of my own discourse to be, but the institutional pressures on it, in particular the pressures of the professionalization of American philosophy, were in outline clear enough. I was more and more galled by the mutual shunning of the continental and the Anglo-American traditions of philosophizing, and I was finding more and more oppressive the mutual indifference of philosophy and literature to one another, especially, I suppose, (...) of American philosophy and American literature, and especially philosophy's indifference to the literary conditions of its own existence. I was still near the beginning of what is turning out to be a lifelong quarrel with the profession of philosophy. One of its recent manifestations has been the question put to me by certain professional colleagues whether I do not take satisfaction from the newer literary theory and criticism, especially as that has been inspired by developments over the past fifteen or so years in French intellectual life. This would seem to answer my plea at one stroke for both continental philosophy and for an understanding with literary matters. The fact is that my ambivalence toward these developments has been so strong, or anyway periodic, that I have found it difficult to study in any very orderly way.The reason for my difficulty is contained in what I mean by my quarrel with the profession of philosophy. That this is a quarrel means that I recognize the profession to be the genuine present of the impulse and the history of philosophy, so far as that present takes its place in our public intellectual life. This is what makes my quarrel with it a part of what I take my intellectual adventure to be. My point in the quarrel is that I can recognize no expression of mine to be philosophical which simply thinks to escape my profession's paradigms of comprehensibility; so that the invocations of the name of philosophy in current literary debate are frequently not comprehensible to me as calls upon philosophy. It may be that I should care less about this than I do, even less than my ambivalence asks. I mean to bear this in mind as I go on to spend the bulk of my time here considering in a practical way some passages from the writing of two literary theorists who have recourse to the work of Austin. Mentorship and collaboration necessarily shaped opportunities for women in science, especially in the late nineteenth century at rapidly expanding public co-educational universities. A few male faculty made space for women to establish their own research programs and professional identities. At the University of Minnesota, botanist Conway MacMillan, an ambitious young department chair, provided a qualified mentorship to Josephine Tilden. He encouraged her research on algae and relied on her to do departmental support tasks even as he persuaded the administration to (...) move her from instructor to assistant professor in 1903. Resulting publications on Minnesota algae led her to look further west, first at Yellowstone National Park and then along the Pacific Northwest coast. After visiting a particularly productive littoral site on Vancouver Island, she suggested that they establish a Minnesota Seaside Station there. Over its seven years in operation under the Midwestern leaders, that location proved remarkably productive. At the remote site, the two operated within their typical but not inevitable gendered roles and deliberately defined their seaside station as unconventional. They expected participants to study productively and, at the same time, find imaginative ways to enjoy nature at a place far from urban amenities. Gendered expectations remained casual as participants moved both within and against them. This study investigates how, in the early twentieth century, the role and expectations of mentorship shifted as Tilden established her own independent research agenda. The Minnesota Seaside Station, in particular, proved significant in developing the leadership skills essential for her to pursue research in the Pacific region at a time when American expansionism and indigenous cooperation made sites accessible to academic researchers. For, it will be asked, on the one hand, how can it deny that the esse of the human being ceases at death (538) without affirming some sort of dualism? On the other hand, unless it is some sort of soft-headed New Age philosophy (which this most certainly is not), how can it sustain its claim to "holism" while rejecting the monolithic materialism of those whom Walker Percy once described as our "brain engineers, neuropharmacologists, and chemists of the synapses "? The challenge is " how to produce an account which allows the human person to continue exist· ing after death, and even to have body restored to it, while remaining completely faithful to the insight that it belongs to human nature to be bodily," and, at the same time, to " avoid reerecting the soul into a complete substance" (xix). The peculiar obstacle faced by such a project is the pervasive proclivity towards reductionism in modern accounts of human nature stemming from the impress of both materialism and dualism. Both analyze the human person into an aggregate of parts in certain relations, the behavior of the whole being ·the result of the interactions of these parts. The present paper analyses the _Siddh Gosti,_ a composition of Guru Nanak to understand the interface of Guru Nanak’s philosophy with prevailing philosophical traditions of his time. The study views the composition as an effort on the part of the Guru to engage with and demolish the philosophical hegemony of an established belief system that held sway in Northwest India in order to make way for the establishment of his own philosophy. Guru Nanak does this by providing new interpretations (...) of constructs which the _Siddhs_ and _Naths_ concerned themselves with. These new interpretations were more practicable, socially relevant and humane as compared to the ways of the _Siddh_ and _Nath Yogi_ traditions thus making Sikhism a more acceptable religion. My original course for Long Term Care was four weeks long after that I took an additional two months at a hospital to work on a Med/ Surg floor. So, I have a combined three months of schooling.Personally, I'd like to see certified nursing assistants (CNAs) given (...) more responsibilities. I'd like to see a six-month program to include CPR and capillary blood glucose (CBG) training as well as more in depth anatomy training. I think six months would keep some, who are just looking for money, out of the field and help keep those of us who really want a career in nursing in the field. It would be a better stepping stone for those who plan to go on to a LPN or RN program.I currently have CBG training but my employer will not let me use it. It's disappointing because it's a skill I have that I can't use and it could really help out the nurses. I think if courses were a bit longer, CNAs might be taken a bit more seriously by their employers and respected by their colleagues in the medical field.I was trained in CBG while working for the hospital and received a card like a CPR card to show I was trained. I live and work and was trained in Arkansas. I'm not allowed to do CBGs in the long-term care and rehab facility where I work now, though. However, unless the resident is diabetic we do have to clip and file nails. It took many years for nurses to gain respect and be allowed to do some things that now CNAs do. For example, for many years doctors didn't feel nurses were qualified to even take vital signs. I suppose CNAs will have the same struggle. I took a $5 an hour paycut go get back into nursing because it's my passion, and while we all need a paycheck, that should not be the only reason for doing this work."If extending the initial training time would keep many out of the field because they need a job with income ASAP, maybe employer facility-specific follow-up training would seem to be much more feasible for all. A CNA-in-training could be responsible for a lighter than 'normal' shift assignment while under the guidance of a qualified proctor CNA. It could improve efficiency and quality of care in the long run and probably improve retention rate of CNAs, for those administrators that are astute enough to consider the long-term effects of their policies." The University of Minnesota organized a conference ("Evolution and Public Education," December 5, 1981) to help clarify issues in the creation/evolution controversy and to examine arguments of the proponents of scientific creationism. Archaeology takes up material fragments from distant and recent pasts to create narratives of personal and collective identity. It is, therefore, a powerful voice shaping our current and future social worlds. Feminist theory has to date made little reference to archaeology and its projects, in part because archaeologists have primarily chosen to work with normative forms of gender theory rather than forge new theory informed by archaeological insights. This paper argues that archaeology has considerably more potential for feminist theorizing than (...) has so far been recognized. In particular it is uniquely placed to build theory for understanding change, transition and transformation over extended time periods, a potential explored through an archaeological case study of Pacific Northwest Coast people. In conclusion, some possibilities for expanding this case study into a wider comparative perspective are sketched out. (shrink)

Not Now," published more than twenty years ago in Diacritics, had finally come to an end, at least in the form of a general and unmistakable division of the world into two competing geopolitical units. Following the breakdown of the USSR, the former super-enemy of the industrialized Northwest, that part of the world that claimed and still claims to be the sole referent of the adjective free, the dynamics of ideological rivalry had, at first, lost considerable momentum. After half a century of mostly symmetrical even if undeclared wars, the period from 1989 to 1991 was truly significant, [End Page 175] for it marked a moment of epistemological crisis, a moment when political fractions that derived their identity from a binary tension were all of a sudden stunned: no visible enemy anymore to deter, no willing scapegoat to blame, just eschatological abandonment.The aftershocks of this historical event can be traced in today's commentaries on and analyses of the political situation: It is certainly no coincidence that two of the most influential US-American political analysts, Samuel Huntington and Bruce Hoffman, both at the same time direct their attention toward questions about the conditions of social identity and cohesion, though from inverted perspectives. In his recent book, Who Are We? The Challenges to America's National Identity (2004), Huntington bemoans the "deconstruction of the American identity,"2 as it challenges—along with certain political developments—"the substance, and the desirability of this concept of America."3 Huntington's fervent interest in US-American identity and his call for its renewal become readily comprehensible when read against the background of his concern that an existential threat might again be imminent, possibly in the form of jihadist terrorism. In Huntington's argument, however, the United States's potential confrontation with militant Islamist movements—the explicit subtext of his book—is not assessed only in terms of political risks and military expenditures; for Huntington, this confrontation also holds out a unique chance of rediscovering one's own (lost, forgotten) identity. Revealing himself as an attentive reader of Carl Schmitt's The Concept of the Political, Huntington argues that "the absence of an ideological threat produced an absence of purpose.... The ideal enemy for America would be ideologically hostile, racially and culturally different, and militarily strong enough to pose a credible threat to American security."4While Huntington is concerned with reaffirming and securing a phantasmagoric vision of the United States's past glory, Hoffman, on the other hand, may be mentioned as a political analyst deeply worried about the inverse aspect of the epistemological crisis, i.e., worried by the fact that "the United States has utterly failed to fulfill the timeless admonition to 'know your enemy'"5 by declaring an all too abstract global war on terrorism. In his commentary, published in March 2007 under the title "Fighting Blind: We Can't Win if We Don't Know the Enemy" in the Washington Post, he argues that a long-term strategy is desperately needed to identify "our adversaries, who are much too elusive and complicated to be vanquished by mere decapitation."6Taking Huntington's and Hoffman's positions seriously as paradigmatic examples of a wider and well-established discursive strategy that calls for a renewed need for binary-opposed collective identities—us/them; the coalition [End Page 176] of the willing/the axis of evil—in order to affirm a state of potentially ubiquitous and highly moralized rivalry, one may well argue with Schmitt that "a new nomos of the earth" is immanent.7 In Schmitt's understanding, such a new paradigm of warfare will no longer be characterized by relative understandings of enmity, but by enemies declared "totally criminal... A country doctor and natural philosopher, Bachelor was impelled to chronicle his life from 1870 to 1902, documenting the family's move to Arkansas, their settling a farm in Franklin County, and Bachelor's medical practice. Bachelor was an avid reader with wide-ranging interests in literature, science, nature, politics, and religion, and he became a self-professed freethinker in the 1870s. He was driven (...) by a concept he called "fiat flux," an awareness of the "rapid flight of time" that motivated him to treat the people around him and the world itself as precious and fleeting. The variety and complexity of the eight papers in this Symposium issue are evidence that immigration is a tough nut to crack both as a matter of policy and application. There is no way that any short summary can do justice to these papers, which take a variety of moral, economic, historical, and empirical approaches to some of the recurrent issues in the field, so it is best in this short issue to try to situate the problem in a general (...) classical liberal context, to show where the pressure points are most likely to appear.The initial way to approach this problem is to start with the simple proposition that the world today is divided into national territories where the practical norm is well-nigh universal: That each sovereign state has exclusive control over its own territory, which, among other things, allows it to decide which individuals are members of that state. These citizens have privileges that may be exercised, no questions asked, on such key matters as entering labor markets, owning property, voting, and otherwise participating in political affairs. All these activities may be denied or granted, at will, to any and all outsiders by the territorial sovereign.No one doubts the need for having some form of territorial control. The need to have some monopoly of force could not be achieved if the entire world, with its infinite diversity of locations and populations, were under a single sovereign. Indeed, in many cases, the divisions within a given country may be so pronounced that separation rather than aggregation is the norm. Thus, at the end of the British Raj, India split into India and Pakistan, and later Pakistan split into Pakistan and Bangladesh. Less dramatically, Czechoslovakia split into two countries, the Czech Republic and Slovakia, while the former Yugoslavia split into five nations, starting from the northwest: Slovenia, Croatia, Bosnia and Herzegovina, Serbia, and Macedonia. Clearly, these ethic differences, be they large or small, are a major obstacle to the expansion of the size of the state. And today, the territorial instinct reasserts itself as the member states of the European Union impose more restrictions on immigration.Yet at the same time, the normative foundations of this system seem elusive. There is the following deep skepticism about the importance of these borders, expressed in these essays by Jeremy Waldron and Ilya Somin, that these national boundary lines should have such a pronounced role in political economy. Michael Blake pursues this theme further by asking the extent to which classical liberals can justify exclusion through the use of violence—or is it force? The inquiry into the dominant role of territoriality can then be expanded, as by Peter Margulies, to examine all sorts of negative externalities that could be created both by easy and strict rules of admission.Taken as a whole, there is no doubt that these national barriers are a serious obstacle to the free trade in goods and services between two individuals, one inside the boundary and one outside. The general view is that these barriers block the gains from trade, which is what drives economic progress, so that ideally all tariffs and quantitative restrictions should give way to a system of free trade in which petty objections by domestic competitors of foreign firms should not dictate local policies.It should, of course, be evident that powerful conflicting forces on free trade and protectionism ebb and flow over time. It should therefore come as no surprise that the stakes are even higher where what is at stake is the movement of people across national boundaries. The loss to any given country from keeping out potential citizens can be enormous, and we see powerful political forces clamp down on open immigration, so many of these gains from trade are lost. The situation can be even more heartbreaking when the ability to leave a country exposes innocent people to imprisonment or death.So what is the explanation for so many nations closing their borders? Much of the explanation comes from old-fashioned protectionism. Your computer programmers will take the jobs of our specialists. There is all sorts of occupational licensing and other barriers to entry within a domestic economy, so there is no reason to expect that these forces will not exert even greater influence against outsiders who do not, after all, have a voice in the local economy and who, therefore, as Alex Nowrasteh, Michael Howard, and Andrew Forrester observe, have little ability to influence domestic policy even after they enter a country. In addition, as Gabriel Chin discusses, strong racial prejudices also lead to exclusions from the domestic economy. Not only are there objections in, say, the United States and much of Western Europe, of exclusion on straight racial grounds, as exemplified by Chinese exclusion acts. The force of these exclusions are also subject to political change. Thus, the Immigration Act of 1924 (the Johnson-Reed Act) was part of a white supremacist program, which gave way two decades later to a very different legal regime with the Immigration Act of 1965, which put an end to the venerable system of national-origin quotas.Yet two other reasons for exclusion are constantly at issue. Immigrants not only bring in their labor but also their families, cultures, and traditions that, in public spaces, may clash with local norms and cultures on such elementary and critical matters as to whether women should dress modestly and wear head coverings. Will freewheeling Danes and Swedes feel comfortable if large numbers of Muslims continue their traditional practices with strong barriers between men and women? There are no obvious market mechanisms that will mitigate these issues, and the situation becomes even more fraught if there are large welfare or educational costs that fall, at least in the short run, on local citizens. These are compounded by the fact that immigrants will typically gain political rights that could easily skew the balance of political power between established and newly arrived ethnic groups by altering the outcome of national and local elections. And letting people in is not just done on a simple open-borders policy. Thus, in many countries, as Lance Pritchett discusses, there is the controversial option of letting foreigners in on short-term labor visas that require them to leave after a certain period. And there are further questions about whether people should be deported if they lied on their entry applications or committed some crime while in the new country, as has occurred in the United States. The numbers of cases can be high and their complexity great, so it is fair to ask, along with Jill Family, whether some self-conscious exceptions to the Administrative Procedure Act of 1946, analogous statutes elsewhere, should be regarded as part of the new normal.It is therefore necessary to deal with the thrust and counterthrust on all these issues. It is also fair to ask whether classical liberalism has a distinctive view on these issues, or whether the combination of private gains and multidirectional externalities gives rise to empirical questions that, as always, require further reflection, even when certain situations—the major influx of illegal immigrants on the US southern border—will generate such powerful emotions that detached intellectual inquiry is ever more difficult. University of Notre Dame Notre Dame, Indiana SALAMANCA, northwest of Madrid and Avila and not far from Spain's border with Portugal, preserves the atmosphere of a medieval, Renaissance, and Baroque university even as it develops the schools and clinics of a contemporary center of studies. There are associations with Teresa (...) of Avila, who spent the night there just after her reform was approved by Rome, with the young Cervantes, with Luis de Leon and Ignatius Loyola, and with John of the Cross, who was a student there. A bridge from the time of Trajan spans the river Tormes, and the Romanesque cathedral still reserves a chapel for the Mozarabic rite. The University of Salamanca The city brings to mind sixteenth century Dominicans like Francisco de Vitoria, often called the founder of international law, and Domingo Bafiez, confessor to Teresa of Avila. The Order of Friars Preachers, however, came to Salamanca in 1222 at the same time that Dominic's missions were taking root in·Paris and Bologna; the friars founded a priory and soon a school under the patronage of St. Stephen (San Esteban). The " Dominican School of Salamanca " means formally the line of great theologians reaching from Diego de Deza at the end of the fifteenth century to Tomas de Lemos, a main protagonist in Rome in 1607 in the controversy over grace entitled De Auxiliis. Today, after seven and a half centuries of existence, the Salamancan SSS 556 THOMAS F. o'MEARA, O.P. Dominicans remain a vital community, active m teaching, research and publishing. My attention was directed to the Dominicans at Salamanca by two volumes of essays reporting on congresses concerning the "Dominicans and the Discovery of the New World." My interest was not church history but the history of theologies of how grace might exist outside of explicit faith and sacramental baptism. The following report is a bibliographical survey of recent research on a theological era and school. Focusing on the thought of the theologians stimulated by the experiences of the missionaries in the Indies, it treats the Dominicans during the first decades after the voyages of Columbus. In the 1480s, as it entered its golden age, the University of Salamanca had a hundred professors and almost 7000 students. University records begin late, but they show that in 1546/47, one hundred thirty-four Dominicans were studying at the university, and in 1598/99, eighty. J. L. Espinel has written. a historical guide to the Dominican buildings and institutions.1 The great period of the Dominican school at the University began with Diego de Deza ( 1480-1486), professor and archbishop of Seville, and Matias de Paz (1518-1519), a professor of Scripture. Francisco de Vitoria (1526-1546) and Domingo de Soto (15321549 ) were its most gifted thinkers, but the school's achievements continued with Melchior Cano (1546-1552), Juan de la Pefia (1561-1565) and Domingo Banez (1581-1604). Arthur S. Eddington, FRS, (1882–1944) was one of the most prominent British scientists of his time. He made major contributions to astrophysics and to the broader understanding of the revolutionary theories of relativity and quantum mechanics. He is famed for his astronomical observations of 1919, confirming Einstein’s prediction of the curving of the paths of starlight, and he was the first major interpreter of Einstein’s physics to the English-speaking world. His 1928 book, The Nature of the Physical World, here re-issued (...) in a critical, annotated edition, was largely responsible for his fame as a public interpreter of science and has had a significant influence on both the public and the philosophical understanding of 20th-century physics. In degree, Eddington’s work has entered into our contemporary understanding of modern physics, and, in consequence, critical attention to his most popular book repays attention. Born at Kendal near Lake Windermere in the northwest of England into a Quaker background, Eddington attended Owens College, Manchester, and afterward Trinity College, Cambridge, where he won high mathematical honors, including Senior Wrangler. He became Plumian Professor of Astronomy at Cambridge in 1913 and in 1914 Director of the Cambridge Observatory. Eddington was a conscientious objector during the First World War. By the end of his career, he was widely esteemed and had received honorary degrees from many universities. He was elected president of the Royal Astronomical Society (1921–1923), and was subsequently elected President of the Physical Society (1930–1932), the Mathematical Association (1932), and the International Astronomical Union (1938–1944). Eddington was knighted in 1930 and received the Order of Merit in 1938. During the 1930s, his popular and more philosophical books made him a well known figure to the general public. Western society is steeped in a legacy of white supremacy and colonialism--a worldview that pits humans against nature and that has created numerous pressing social and environmental challenges. So great are these challenges that many of us have come to believe that our species is fundamentally flawed and that our story is destined to be nasty, brutish, and short. In Finding Our Niche I explore these tragedies of western society while offering the makings of an alternative: a set of metaphors (...) and examples that can guide us in reconciling our settler-colonial histories in favor of a new and more sustainable vision for humanity and our natural world. Drawing on a variety of compelling stories from my personal life and research experiences around the world, I bring the reader through the difficult journey of reconciliation, a journey that leads to a more optimistic understanding of human nature and the prospects for our future. Drawing from my fifteen years of experience as an anthropologist and ecologist working with people around the world, I share exceptional stories of local people rejecting the oppressive, industrial logic of progress and creating win-win scenarios, where both people and nature thrive together. These stories include cattle ranching on the Burren in Ireland, clam gardening in coastal British Columbia, and the conservation of an accidental wetland in Northwest Mexico. I structure my telling of these stories with a series of ecological metaphors--including keystone, engineer, and sentinel--that collectively provide a basis for more sustainable ways of living. In tandem with these stories, I weave a series of personal vignettes, drawing from my own struggle to reconcile my identity as a white settler on stolen Indigenous lands. The history of the modern oil industry begins along Oil Creek in August 1859 when Edwin Drake and Billy Smith found petroleum at the bottom of their well. Over the next decade and a half, Petrolia, the name given to this region in northwest Pennsylvania, produced more oil than anywhere else on earth. In the process, Petrolia became a massive industrial site and a vivid cultural image. Understanding this profound dual transformation is the object of Brian Black's sensitively drawn (...) portrait of the landscape of America's first oil boom.A landscape, according to Black, is a place where culture and nature meet, and in the 1860s a devastating crash occurred when the natural oil of Oil Creek met the commercial demand for lamp and machine oil. Oil Creek had been a quiet, lightly populated agricultural region whose sense of place was entirely self‐constructed by the local farmers. After Drake's discovery, the area became a place of unprecedented exploitation whose identity was hastily assembled by the thousands of outsiders that flooded the area looking for work, riches, or an exciting newspaper story. Petrolia soon became a mythic boom, a mania, a craze. Distant capitalists and recently arrived entrepreneurs painted fantastic pictures of endless and easy wealth. Oil became a prized commodity, and everything else—animals, plants, people, and even the creek itself—became expendable in a single‐minded market designed to pump as much oil as fast as possible. There seemed no legal, economic, or natural limitation to the exploitation—or to the boom mentality. Petrolia became the very embodiment of greed and speculation, instantaneous wealth and sudden failure. Its mores were as ephemeral as its transient population.All this is grist for Black's ethical mill, and he grinds it well, perhaps too relentlessly. There is no doubt that looking at the exploitation of oil from the obliteration of the wooded valleys, or the filth of boomtown streets, or the emptiness of ghost towns reveals a sacrificial landscape—an environment abused, wasted, ruined, and despoiled in pursuit of profit. Certainly Black is on firm ground when he ties what happened in Petrolia to what happened in Gilded Age America as a whole, but he may overstate the case when he argues that “industrial rationalization would never allow … humanitarianism to penetrate the utilitarian logic of Petrolia” .Was the logic of oil so ruthless and the motives of the Petrolians so shortsighted as to miss what was happening around them and what they were doing to themselves? They took photographs, after all. They criticized and complained endlessly about the mud, the floods, and the fires. Certain towns curbed land speculation, restricted development, and preserved a sense of community. And capitalists, by definition investors who try to reduce risk, worked to bring stability to petroleum production and prices. Black describes these valiant if sometimes vain efforts to restrain the oil rush. But taken together, they seem to suggest more of a struggle—communities versus companies, humanitarianism versus utilitarianism—than Black acknowledges.Many of those involved in the seeming chaos that was Petrolia wanted the oil industry to become a permanent, predictable branch of mining. This was especially true for the engineers, scientists, and other petroleum experts. To this end, Black provides a useful sketch of the technology of oil production along with a brief explanation of petroleum geology. He concludes, however, that none of these experts had much effect on the problems. “Science and technology were clearly tools of industry in Petrolia” .To an extent. In Black's account, the oil “industry” was a collective evil. Equal parts cultural and economic, it acts like a numberless, faceless mob, gripped by “oil on the brain” and motivated by an all‐pervasive ethic of progress and an insatiable drive to make money. It reduces to the sharp end of a rod used to bore through the earth for oil—environmentally insensitive and destructive. As an analytical device, however, “industry” is a blunt tool. Not all wells struck oil, not all companies manipulated knowledge and technique to their own purpose. Experts learned quite a bit and quite quickly about the habits of oil. The divining rod was not the most acceptable method of exploration . Again, there was more of a struggle—sci‐tech versus random wildcatting—than Black allows.The suggestion of situated struggles, however, does not detract from Black's larger theme. Petrolia was environmental hell. Black has rendered this nightmarish landscape into a powerful and at times passionate story about the physical changes to the land and its meaning . Trans. and (...) ed. by PETER EMBERLEY and BARRY COOPER. University Park, Penn.: The Penn· sylvania State University Press, 1993. Pp. xxvi + 368. $45.00 (Cloth). Those of us who have followed the development of Leo Strauss's and Eric Voegelin's thought with passionate interest over the years owe a debt of gratitude to Professors Peter Emberley of Carleton University, Ottawa, and Barry Cooper of the University of Calgary for presenting us with yet another opportunity to reflect upon certain well defined aspects of the thinking of these important political philosophers, and to confirm views that we have long held about the cordial relationship that existed between these two men, despite frequent reports to the contrary. Prefaced by an insightful "Introduction" by Emberley and Cooper, which almost constitutes a commentary on the correspondence, Faith and Political Philosophy is divided into three parts. In Part One, the editors present us with their English translation of the fifty-two extant letters (a few letters appear to have been lost) exchanged between Strauss and Voegelin during the years 1934 to 1964. (For the most part, Strauss and Voegelin corresponded with one another in German.) Because Strauss wrote most, if not all, of his letters longhand, the editors inform us that some passages from Strauss's letters were especially difficult to decipher, and that, on occasion, they had to have re· course to German-speaking persons familiar with the German academic idiom of the 1930s and '40s in order to make sense of what was said. Voegelin, it seems, also had trouble decoding Strauss's handwriting, and admits on one occasion to being unable to read the writing or make sense of Strauss's point. By contrast, Voegelin, we are told, was very much easier to transcribe, since his letters, although, on average, longer than Strauss's, were typewritten. Part Two contains four essays, two by each of the philosophers, on the relationship of reason to reve- BOOK REVIEWS 539 lation-a central theme of the letters, a theme that is explicitly addressed in the letters dating from the late 1940s and early 1950s, and tacitly present in much of the remaining correspondence that is of an academic nature. This theme also attracts the attention of all of the commentators in Part Three, and is plainly the source of the title for the book. All four essays are familiar to Strauss-Voegelin scholars, having been published in various venues. And, finally, Part Three is a collection of eight commentaries on the correspondence by recog· nized scholars, some of whom are frankly famous in academic circles and beyond (e.g., H. G. Gadamer, who, for my tastes, should have had more to say about Voegelin). These commentaries are generally of a very high quality, although curiously, given the theme, most of the commentators seem to be more attuned to modern reference points rather than to the ancient ones with which both Strauss and Voegelin were often in dialogue. The effect of this is particularly noticeable with respect to observations made about Voegelin. Voegelin frequently saw himself in debate with the fathers of the early Church (as his piece " The Gospel and Culture " bears witness), and unfortunately this is not obvious from these commentaries. Still, while exploring the im· plications of the positions taken by Strauss and Voegelin in light of their formally published writing, the commentators make many interesting and, ~t times, controversial observations about one or both of the letter-writers. In this brief review, we will limit ourselves to commenting solely on parts One and Three. This said, perhaps we might open with a general observation about the nature of the correspondence as a whole.
